Serbian citizenship for foreigners: the routes and what each one asks
A foreigner can become a Serbian citizen by admission (naturalisation), through marriage to a citizen, as a person of Serbian descent or an emigrant, or exceptionally in the interest of Serbia. The general route takes about six years from the first temporary residence permit, and the Ministry of the Interior decides.

The main routes
The Law on Citizenship separates the ordinary route from several shorter ones. The ordinary route is admission under Article 14 and applies to any adult foreigner with permanent residence. A spouse of a citizen can apply under Article 17, a person born in Serbia under Article 16, an emigrant or descendant of an emigrant under Article 18, and a member of the Serbian people living abroad under Article 23. Article 19 allows admission when it is in the interest of Serbia, on a decision of the Government.
Separately, a child acquires citizenship at birth when both parents are citizens, or when one parent is a citizen and the child is born in Serbia (Article 7). That is not naturalisation, and it is why diaspora families often have a citizenship question that has nothing to do with residence.
The ordinary route, step by step
Article 14 asks for four things: you are at least 18 and have legal capacity, you have been released from your foreign citizenship or can show that you will be, you have had registered residence in Serbia for at least three uninterrupted years before applying, and you sign a written statement that you regard Serbia as your state.
In practice the years are counted in two stages. The state portal for foreigners says permanent residence is granted after three uninterrupted years on temporary residence, and the application for citizenship comes after at least three years of registered residence. For most people that is about six years from the first permit, so the timeline is built from the first day, not from the day you think about a passport.
Do you have to give up your foreign citizenship?
The law does not ask for a general renunciation. It asks for release from the foreign citizenship, or proof that you will be released. The condition counts as met if you are stateless or if you lose the foreign citizenship by law when you acquire the Serbian one. If your country does not allow release, or sets conditions you cannot meet, you give a statement that you renounce it after becoming a Serbian citizen. Release is not needed where it is impossible or cannot reasonably be expected.
Emigrants, their descendants and members of the Serbian people are in a different position. Article 23 allows a person of Serbian people without residence in Serbia to be admitted without release from the foreign citizenship, on a written statement. Whether your other country accepts dual citizenship is a separate question that depends on its own law, so check it before you file.

Marriage to a Serbian citizen
Marriage does not give citizenship by itself. Article 17 allows a foreigner who has lived in a marital union with a citizen for at least three years, and holds permanent residence, to be admitted on a written statement. The marriage also helps earlier in the process, because it is one of the grounds for temporary residence and for permanent residence.
Keep the paper trail of the union: marriage certificate, joint address, proof of shared life. If the marriage was concluded abroad, the certificate needs an apostille or legalisation and a translation by a court interpreter.
Serbian descent and children
A child born abroad to a citizen parent is registered through the parent at the Serbian embassy or consulate, up to the age of 18. An adult who missed that can still apply, but only until the age of 23 (Article 10). After that the person must use the admission routes above, which is why parents abroad should not wait.
A person who left Serbia and acquired another citizenship, and that person's descendants, can be admitted under Article 18 on a written statement. A grandchild or great-grandchild of a Serbian citizen does not inherit citizenship by blood, so descent from a grandparent alone usually leads to this route, with documents proving the line.
Documents, time and discretion
Expect civil registry extracts for you and for the relatives through whom the claim runs, a certificate of release or of the procedure for it, proof of residence, a criminal record certificate and the statement. Foreign documents come with an apostille and a translation by a court interpreter.
The law says a foreigner who meets the conditions may be admitted, so the decision is not automatic, and it sets no deadline for the Ministry to decide. Cases commonly take months and sometimes more than a year. A bill that would have eased the rules was withdrawn by the Government in October 2023, so the conditions here are those of the Law as last amended in 2018. We check the current text in the Official Gazette before each filing.

Frequently asked questions
How long does it take to become a Serbian citizen as a foreigner?
About six years in the ordinary case: three years on temporary residence to reach permanent residence, then at least three years of registered residence before applying, plus the time the Ministry takes to decide.
Do I have to renounce my current citizenship?
The law asks for release from it or proof that you will be released. Where release is impossible you sign a statement renouncing it after you become a Serbian citizen. Emigrants, descendants and members of the Serbian people can be admitted without release.
Does marriage to a Serbian citizen give citizenship?
No. Article 17 requires at least three years in a marital union and permanent residence, and a written statement. Marriage does help with temporary and permanent residence earlier.
Can my child born abroad get Serbian citizenship?
If one parent is a Serbian citizen, the parent registers the child at an embassy or consulate up to the age of 18. An adult can apply only until the age of 23.
Is a grandparent's Serbian citizenship enough?
Not by itself. The law gives citizenship by blood through parents. A descendant of an emigrant can be admitted under Article 18 on a written statement, with documents proving the line.
Is there a deadline for the Ministry to decide?
No. The Law sets no deadline, and the decision is discretionary even when the conditions are met.
